"Every day this Congress gets a little more out of control"
"Every day this Congress gets a little more out of control -- a new call for a special prosecutor, a new investigation launched, a new subpoena issued, an unprecedented contempt vote, and an old score somehow settled," said (White House) deputy press secretary Tony Fratto.

5. pining for the good old days
when congress was under their thumb

I expect that bush had little concept of the job they stole for him, and got sort of spoiled by being able to do whatever he wanted - got the understanding that was the way it was supposed to be. Since he never took high school civics - at least not sober - he had no clue. He only learned there WAS a Constitution when they made him take an oath to uphold it.
