By JENNIFER LOVEN, Associated Press Writer 1 hour, 4 minutes ago

WASHINGTON -
President Bush, prodded by a Supreme Court ruling, said Monday his administration will decide how to regulate pollution from new motor vehicles by the time he leaves office.

Bush signed an executive order directing federal agencies to craft regulations that will "cut gasoline consumption and greenhouse gas emissions from motor vehicles." He ordered the agencies — the departments of Transportation, Agriculture and Energy and the
Environmental Protection Agency — to have the rules in place by the end of 2008.

The announcement came as gasoline prices hit a new record. The average national price of a gallon of gas reached $3.07 on Monday, above the previous peak of $3.06 set soon after Hurricane Katrina hit at the end of August 2005.

1. Kinda like he said that the VA needs to "clean things up"
and then directed them to do it with the funds they already have. Geez....

2. He's trying to avoid Congress REALLY doing something about it...
so he's going to try to beat them to it, and pass something that is favorable to the energy folks and others who are responsible for his being President.

He sees it coming. The best course of action is to head 'em off at the pass, and tell the public he is passing something that will deal with the problem...which in reality, will not really solve the problem. That way, the Republicans can say the Dems in Congress are being partisan by objecting to the Repubs "solution" and trying to pass their own oppressive non-economic-friendly bills on the subject.

That's my guess, anyway.
