The fate of Paul Wolfowitz, the president of the World Bank, hung in the balance yesterday as development ministers discussed whether he should resign over the job transfer and lavish pay rises he helped arrange for his partner, Shaha Riza.
The ministers held their talks at a lunch on the last day of the annual IMF and World Bank spring meetings here, which have been utterly dominated by the Wolfowitz affair. The Bank's staff association has demanded he step down, saying it was the only way it could regain its credibility.
The charges of alleged favouritism towards Ms Riza - a former World Bank employee seconded to the US State Department - have merely brought to a head criticism of Mr Wolfowitz that began the moment he was named by President Bush to head the international development organisation two years ago.
