my work blocks youtube and I was relying on the transcript provided. It's pretty clear Giuliani said "been on 91 foreign *trips* in the last 5 years." Tsk tsk to rawstory.com for putting that transcript up there, though I wish he had said "troops" because that would have been hilarious.

The point still stands, though- what does a mayor know about foreign policy? And his answer wasn't very convincing albeit not pornographic in nature.

I'm guessing they used speech-to-text software. "Trips" has a short vowel, and it's not as front and high as it should be; then again, his pronunciation isn't as bad as colloquial English in some of west NY and some other NE cities.

On edit: It's mildly amusing that none of the other posters actually bothered to question the transcript. Confirmation bias, the enemy of critical thinking.
