Kim Jong-Il Apologizes for Nuke test

An "Axis of Evil" country has developed a nuke program on Bush's watch, while we've been busy starting a civil war in a country with now WMDs. But no doubt this will be celebrated as a sign of Bush's awesome ability to protect us.

2. Plus, China just sent an envoy to have a "talk" with Kim.
Kim doesn't have much to fear from the US. There is not much we can do to them without getting permission from China.

China is his protector diplomatically and his main trading partner and aid provider, so he cannot afford to antagonize them. China probably doesn't mind Kim antagonizing the West, particularly, the US, but they don't want him destabilizing East Asia and giving Japan a reason to rearm, particularly with nuclear weapons.
