Is Ted Stevens blocking Porkbuster bill?
According to Talking Points Memo http://www.tpmmuckraker.com/archives/001440.php Senator Ted Stevens of Alaska is the one who has placed a hold on porkbuster legislation offered by Tom Coburne (R-OK) and Barack Obama (D-Il). The legislation would set up an online data base of all earmarks. This would be available to the public. The idea is that transparency would inhibit the lust for pork. Stevens remains mum, but maybe a few thousand emails and phone calls would unseal his lips and free up this useful piece of legislation.

and has not been ruled out at http://porkbusters.org/secrethold.php

My other two top suspects have been.

On edit: he may not have the clout to do this. Orrin Hatch (R-Batshitcrazy) does have the clout to do it.

2. Wow - that list changed a lot since yesterday when I looked at it
Since it could be one or more Senators that put the hold on, it could be both Stevens and Hatch.

3. Any Senator can do it
Stevens not only has the clout, he's known to hold a grudge. Coburne, a freshman senator, tried to block the famous "bridge to no-where, that was one of Stevens' pet projects. This move fits his MO. He gets even and he disciplines an upstart freshman.
