DHS Gets New Faith-Based Office


In the wake of Hurricane Katrina, President Bush has added one more office of faith-based initiatives to his administration, this time in the Department of Homeland Security.

Proponents of faith-based organizations working with federal assistance are thrilled and say these offices are in part responsible for religious groups receiving $2.1 billion in federal grants last year, up 7 percent from 2004, according to recent White House numbers.

"I just think it's high time that this was there (in DHS)," said Pam Pryor, spokeswoman for We Care America , which connects religious-based charities and relief organizations with federal resources.

President Bush has made it a priority in his administration to ensure that faith-based groups like churches are able to compete alongside non-religious organizations and charities for available federal grants. The establishment of an Office of Faith-Based and Community Initiatives in the Department of Homeland Security was a response to the breadth of religious organizations that pitched in to help the victims of the hurricane and subsequent flooding, which hit the Gulf Coast in August.

"It was part of the lessons-learned exercise, where President Bush asked Fran Townsend to identify where the system had broken down," Towey told FOXNews.com. "We neglected the faith-based organizations and their capacity to help in a disaster recovery effort and we failed to integrate their work with FEMA and other agencies."

Pam Pryor - Vice-President of Government Relations and Public Policy

Pam Pryor has spent her adult life in three distinct parts of the country: California, Oklahoma and D.C. While in Oklahoma she was a TV news reporter/anchor and also hosted her own talk show on the radio for more than five years. In California, she ran statewide elections for the National Rifle Association and also taught public speaking and journalism on the college level at Point Loma College. In DC she has run the gamut of working for a public affairs company, owning her own business and finally landed on "The Hill". She worked as JC Watts' press secretary and was named deputy chief of staff in October of 1995. After that, she took over the Washington office as Watts' chief of staff and served in a dual role overseeing his leadership office of the Republican Conference until his retirement this past January. In 2001, she was named to the 100 Most Powerful Women in Washington by WASHINGTONIAN Magazine.

Pam attended Southern Nazarene University - has a B.A. and M.A. in communications and did post graduate work at the University of Oklahoma. Since joining the We Care America team in 2003, she has served as the Vice-President of Government Relations and Public Policy.

The National Grant Center is a division of We Care America that helps to build skills and practices among churches and ministries that will allow them to effectively compete for funds.

The Purpose of the NGC is to support and equip Christian Ministries to effectively compete for and secure public resources. By connecting the best grant writers in the nation, and the best training available to support the mission and services of faith-based organizations, the NGC will help return the faith community to its leadership role as "provider of first resort" and a primary influence on policies that affect needy families, children, teens and adults.

I auditioned as a entrance requirement for USC there. The teacher who would hear me taught at USC and PLC and we figured it would be easier if I went out to PLC instead of USC for the audition (I was living in San Diego at the time). I remember pulling up to the "guard's booth" in order to drive onto the campus and some fundie-type informing me to put out my cigar. He was nice about it, but I thought "I couldn't smoke in my car while driving on the campus grounds?"
