the Gulf of Tonkin resolution provided an authorization from the Congress for Johnson to substantially expand military operations in Vietnam ... only Congress has the power to declare war (no war was declared) and only Congress has the power to provide funds for war ... but the Congress eventually came to its senses and, right in the middle of the war, REPEALED the Gulf of Tonkin resolution ...
without rehashing whether Democrats who voted for the IWR were wrong to do so, the IWR did provide bush with Congressional authorization to use force in Iraq and subsequent votes from the Congress provided bush with hundreds of billions of dollars to wage war there ...
the Congress has the power to terminate its authorization for continued operations in Iraq and it has the power to shut-off funding for the war ...
Murtha's resolution calls for the immediate termination of Congressional authorization for the war in Iraq ... it is, in essence, a REPEAL of the IWR ... here's the exact wording where his resolution does that:
The deployment of United States forces in Iraq, by direction of Congress, is hereby terminated
It's about time that Senate Democrats got off their asses and did more than just apologize for their IWR votes; it's time for them to call for the REPEAL of the IWR ... Democrats, by their actions and votes, are either "leaving in force their authorization for bush to continue the war" or they are "terminating their authorization" ... Murtha and Pelosi (and many others) are saying bush's authorization should be terminated; the Senate Democrats seem willing to give bush another year or more to continue the war ... what the hell good are their apologies; their actions are speaking much more loudly than their apologies ...
