Homeland Security Deadlines Missed

"WASHINGTON -- Congress set a number of deadlines for securing the homeland after the Sept. 11, 2001, terrorist attacks, but the Bush administration has missed dozens of them.For example, a plan to defend ships and ports from attack is six months overdue, and rules to protect air cargo from infiltration by terrorists are two months late."
