If 25,000 died from Terrorist Attack in US rather than Katrina, then .....
Would FEMA have acted differently in its recovery effort?

Option B - If 25,000 high level politicians in Washington DC died from a terrorist attack, would FEMA have acted differently?

If the answer to either question is anything other than FEMA would have acted exactly the same, then there has to be a different value assigned to lives in NO -- and discrimination on some basis is de facto in nature.
