A classified State Department memorandum central to a federal leak investigation contained information about CIA officer Valerie Plame in a paragraph marked "(S)" for secret, a clear indication that any Bush administration official who read it should have been aware the information was classified, according to current and former government officials.

Plame -- who is referred to by her married name, Valerie Wilson, in the memo -- is mentioned in the second paragraph of the three-page document, which was written on June 10, 2003, by an analyst in the State Department's Bureau of Intelligence and Research (INR), according to a source who described the memo to The Washington Post.

The paragraph identifying her as the wife of former ambassador Joseph C. Wilson IV was clearly marked to show that it contained classified material at the "secret" level, two sources said. The CIA classifies as "secret" the names of officers whose identities are covert, according to former senior agency officials.

Anyone reading that paragraph should have been aware that it contained secret information, though that designation was not specifically attached to Plame's name and did not describe her status as covert, the sources said. It is a federal crime, punishable by up to 10 years in prison, for a federal official to knowingly disclose the identity of a covert CIA official if the person knows the government is trying to keep it secret.

Also, tonight on Olbermann he was saying that it might take another controversy story to kill the Rove story. I don't know if it's true but it certainly is looking that way.

I've heard that this area of the front page is regarded by editors as the first section of the newspaper to be noticed by the reader. Newspaper space is precious; the WaPost gave it THE prime spot on the front page.

"Secret" memo means the person discussed within is "covert", according to "senior agnecy officials". That means whomever read the memo could not help but see that it was stamped with an "S" for Secret. So they are lying again??

84. it's amazing to me
that in all the writing about the plame investigation nobody has pointed a finger at Bush. Why do people think that Rove was a lone gunman? I've seen some theories that Cheney may have been involved, but why no mention of Bush? It seems totally in character for him - he's just as vindictive as the people around him..the idea may have come from him, and then Rove and the others orchestrated the outing.

35. The memo on that plane was to Colon Powell
:tinfoilhat: What if - Powell "lost" the memo long enough for someone to fax it to someone at the WH or on vacation, right from the plane. And further, what if Powell was then told - "It's all your fault, so you had better play along with us now". Could explain why Powell seemed to "disappear" from public view during his last days in office. I'm just thinking out loud here, but anything is possible at this point, right?

The memo was already written before the Africa trip, Armitage asked it be sent to Powell for the trip.

Cheney would have a seperate (possibly better) idea of the big picture Wurmser -> Libby -> Cheney. It's likely that Wurmser was promoted to the VP offices as a result.

16. All right people, this whole thing was planned from the get-go
Members of the WHIG cabal were on the plane with Bush. Why? To use that memo. Rove stayed home for a "vacation"..he's always with Bush. That was for plausible deniability on Rove's part. I don't believe Libby was along either.
Maybe that was part of the reason for the trip in the first place. It put Bush and the WHIG bunch far, far from the scene of action. No one was supposed to know the memo was along for the ride.

Anyone want to expand or detract?

Carl Ford, Jr. was the "courier" of the Air Force One memo to Powell. And he's the guy who testified against Bolton in the subcommittee hearings. The "kiss up, kick down guy" thing.

48. This is not the way classified information is normally handled!
You don't put a security classification to a portion of a document. One either puts the security classification stamp at the top and bottom of each page, with a corresponding cover sheet, or one just redacts the sensitive information out of the document.

What this indicates is that someone who had access to such information did disclose this on a memo that should have been classified by virtue of its contents.

52. That's not what I've heard ...
I read here somewhere that paragraphs are marked according to the level of secrecy -- (C) for classified, (S) for secret, and (TS) for top secret. The pages are stamped according to the most secret paragraph on each page, and the entire document is classified according to the most secret page stamped in the document.

One paragraph marked (S) would, at a minimum, classify the entire document as (S).

is stamped at the top and bottom of each page of the document, regardless of what is on any page.

Always carried in a folder/cover sheet. Never given to someone (a) without the proper clearance, and (b) the need to know.

This is the way it was when I handled classified documents, and my clearance was way up there.

Or was Kokal the guy at the CIA meeting with Wilson who said the report that Plame sent Wilson was FALSE?

I think we have a full-blown war going on between CIA and the Bush Administration. Now Bush has put in old BFEE buddy Negroponte as CIA overlord.

81. Yes, I remember reading about that.
There were a few threads here at the DU. Several posters wondered about Mr. Kokal's unusual fall. I was concerned back then. Waited to see if anything else would surface.

It was really strange because Mr. Kokal was not wearing shoes when he fell. Also, he fell into a small courtyard INSIDE the building (a very strange place to jump if you're considering suicide).

I believe he was a specialist in WMD's. I think the suspicion has been all along that he was assassinated. And then there's Mr. Kelly from England.

Because within this Washington Post article we see the conveniently planted reference to the fact that Karl Rove was shown this memo by Patrick Fitzgerald and he denied ever having seen it before. Where did that tidbit come from? From Rove's mouthpiece along with this memo. Fitzgerald is not going to leak documents from his case. The logical conclusion is that the Bush Administration is trying to get ahead of the case, getting its spin out to the American public. It doesn't want this coming out in dramatic fashion on the date indictments are returned, but is doing everything it can to get their defense out in the public mind first, to have Americans pre-judge the case. The memo was going to come out ANYWAY sooner or later but Rove wants to get his slant on it before the public unopposed and as early as possible. Be expecting other leaked items from Fitzgerald's case in the days to come, along with the accompanying spin from Mr. Rove's lawyer. My guess is that the Chimp and his handlers are going to try to suggest that Colin Powell should be the defendant instead of Rove and that this leak started in the State Department. Since Powell is gone, the damage to the current White House is much lighter (unless it can be proven that Rove was complicit). If there is no other paper trail regarding the hands this secret memo went through, then it may come down to dueling testimony between State Department and White House staffers in a jury trial. If I were Patrick Fitzgerald, I would be very pissed.
