A Simple Reply to GOP Lies (DSM)
In regards to "The Iraqi Liberation Act of 1998:"

one president cannot override the constitution for the benefit of another
only congress can legally declare war
Bush declared war illegally
Clinton did not declare war at all

2. They did, but it was based on information
That was manufactured by the administration. That's what the Downing Street Minutes are all about.

If Congress had known the truth, they would never have authorized War.

4. I don't think congress can give the authority to anyone
The Constitution gives them the power to declare war. They can not give it to the president. The Constitution can be amended to give him that authority, but Congress can not. Its like the line item veto. A president can either sign a bill in its totality, or veto it, reject all of it. Congress tried to give the President such a power(Clinton was president at the time), but it was struck down by SCOTUS.

3. The point of this thread
was to come up with some strong simple replies to this new GOP smokescreen. If the above statement is wrong, we can still say that

The "Iraqi Liberation Act" authorized US support of Iraqi dissidents. In no way did it authorize invasion of Iraq by US military forces.
