2. Uhhh...
it is sarcastic as hell.

The point, as I see it, is that the "war on terror" is just as much of a incompetent "war" as the war on drugs is. It's like the whole "war as a solution" crap that the neocons are pushing, from the Reagan era.

I believe that last line was thae sarcastic topper. In other words, of course he could get some grass so the war on drugs is really NOT working. But that is the subject for a whole other thread.
