Conyers voting legislation: If anyone has read it, please answer this Q

Does it contain references to the Arnold Amendment? Since that's a proposed Constitutional Amendment, it should be done separately and it needs a higher percentage to pass. I understand that the Arnold Amendment is also being proposed by Conyers and I want to make sure that the voting legislation is clear of references to that. Needless to say, I'm opposed to the Arnold Amendment. However, I would support an Amendment allowing Hugo Chavez to run for President.
