1. MSNBC Nora O'Donnell saying that 400,000 uncounted Ohio votes
are coming from Cincinnati and Dayton, repub areas. Bush waiting for Kerry to concede and waiting for a couple of more states to go his way. He's ready to declare victory.

7. Here's an important question...
As I understand it, some provisional ballots were filed at the precincts, some at the county offices. Does that mean that, if X number of precincts haven't yet reported, their provisional ballots also haven't been tallied yet? Could it wind up being more than 175,000...possibly substantially so?
