El Salvador U.S. Embassy misleading voters?

Both my mother and sister live in El Salvador, Central America. I just got off the phone with my sister, and reminded her to please vote for Kerry-Edwards. She said that both her and my mom had already gone to the U.S. Embassy in El Salvador to vote last week. They were greeted by Embassy personell, whom suggested that they vote for Bush-Cheney, or else risk waiting in line. They said it would be easier and faster if they voted for the current president. My sister is not into politics, and neither have I for that matter... until this election, but hearing that the Embassy people would encourage voters to vote for Bush really infuriates me to say the least. I hope this is not going on in other oversea embassies.

1. Let's see: How many laws were violated here?
Hatch Act, Pendleton Act, Voting Rights Act...

2. I believe it. You gotta know when a repuke is in office their
commanders or higher ups tell them to vote for the repuke. When a dem is in office, they probably don't say anything, I wouldn't be surprised if they don't persuade them to vote at all.
