2. I saw that term mentioned relative to Gore and early voting in 2000
I think it's just an early voting phrase or description.

3. Absentee ballots--or early voting...
Candidates get votes "locked in" early and free up the early voters to work the entire day on election day helping with get out the vote efforts, rides to the poll, etc.
