3. It's a double-edged sword, I think.

On one hand, it proves to people that the entire Bush Regime is completely and utterly partisan, placing politics before patriotism. On the other hand, it intrinsicly ties these figureheads (such as Condi Rice, who is primarily tasked with Counter-Terrorism efforts) with the Bush campaign. This causes some people to associate those who protect America with Bush.
