Amendment XIV - Citizenship rights. Ratified 7/9/1868. Note History

1. All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside. No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.

10. See, the way I interpret the 14th Amendment is that if
any citizen has the right to vote, then all do. And of course there's a bunch of shit they took out about 21 year olds and males and stuff...

I should have looked at an updated version.

21. Read the 9th and 10th amendments...
... and I think you will find that those rights not enumerated in the Constitution accrue to the states. Those not enumerated by the states are reserved the people, i.e., If the state and federal Constitutions don't describe a right specifically, or limit a right specifically, that right accrues to the people. So, in that sense, the Constitution delineates the extent of rights.

Nevertheless, the original concept of the Constitution ensuring rights was challenged by Madison--that was the reason he objected to the Bill of Rights. Nevertheless, Jefferson felt that the original Bill of Rights was necessary to make clear the extent of infringements government could not impose--probably because he foresaw what the states might do with the power to impose infringements of rights separate and apart from the federal Constitution.

and unfortunately so but there is no individual right to vote specifically expressed in the Constitution. in fact, each of the state legislatures can ignore the popular vote completely if they wish and nominate their own slate of electors to represent their state.

20. The right to vote is explicitly laid out in the Constitution
as has been demonstrated in this thread.

Now, it's up to the electors if they're actually going to FOLLOW what the voters have told them to do. But the right to vote is there.
