I see momentary changes in brightness in rectangular patches of an MPEG compressed video, where the size and shape of the patches is identical to the MPEG compression cell size. It looks like objects being blown out, rotating, catching sunlight, and reflecting it back to the camera to produce a flash in that MPEG compression cell.

It looks similar to the sort of pattern we see in controlled demolition videos.
