On new tape, Bin Laden's No. 2 congratulates Hamas

In a videotape released Saturday, Osama bin Laden's deputy Ayman al-Zawahiri, complimented the Islamic militant group Hamas on its Palestinian election victory.

The tape was released by the Arabic-language satellite television channel Al-Jazeera.

Al-Zawahiri was the target of an unsuccessful January 13 CIA airstrike on a home in Damadola, Pakistan, where al Qaeda members were thought to be attending a dinner.

I think you are refering to al-Qaeda number 3s or Zarqawi so called "right hand men".
