Harper's Nonexistent Climate Proposal

Looking back upon the first six months of the Conservative government, the issue that stands out as a major disappointment for me and many Canadians is their failure to take the issue of climate change seriously. A government must act for future generations and the reality of global warming commands such action.

It is disturbing to see that Canada's position on Kyoto has changed dramatically at a time where as chair of the United Nations body overseeing the Kyoto protocol, he could have exercised more influence internationally. The Conservative government's position on climate change is sounding more and more like the position of the countries who refuse to sign on to Kyoto, such as the USA and Australia. Prime Minister Harper seems to favour a non-binding agreement over Kyoto even if all the experts will affirm that an agreement to fight global warning on a voluntary basis has all the chances to fail.

While most countries are moving towards more investment and increased international cooperation in their efforts to combat global warming, the Conservatives are undermining the Kyoto Accord and eliminating funding to key climate change programs.

The Conservative budget cancelled the very effective- EnerGuide program and replaced it with nothing but an empty slogan to create a made-in-Canada solution. Well, the EnerGuide program was a "made-in-Canada" program. I know that many of my constituents have benefited from the EnerGuide program. The Natural Resources Minister said that the program did not produce the intended results. When asked last week at a parliamentary committee hearing to provide more details on the so-called failings, he declined to answer citing Cabinet confidence.
