Obama's EPA clears 42 of 48 new mountaintop removal mining permits
The Obama administration has cleared more than three-dozen new mountaintop removal permits for issuance by the U.S. Army Corps of Engineers, drawing quick criticism from environmental groups who had hoped the new president would halt the controversial practice.

People expect the EPA to stop issuing legal permits just because we have a different President?

The rules have to change before mining changes.

the EPA like most (not counting defense) government agencies are really strapped for people and resources. Couldn't they have found a way to delay long enough on more of these for them to get a rule change or at least ensure there was some other mechanism in place - perhaps through a different agency - to delay further.

There are a lot of long term project that will require some back and forth but mountain top removal is about an immediate ecological problem as you can get.
