Why is there even the option? (Campaign Finance Reform)
Why do they even allow presidential candidates to forgo public financing and spending caps?

The whole thing stinks. The latest round of Campaign Finance Reform has done nothing but vastly increase the amount of negative ads on the air.

1. Because not to do so would be Unconstitutional
under Buckley v Valejo.
