Leadership of the California Democratic Party announced today that they will give Governor Arnold 100 days to do what he promised. On the 101st day ... who knows?

fact that the recall won so handily and Ahhhnuld appears to have received a clear majority of the votes, I don't think any recall effort on our parts would go down well -- especially since we'd have a limited amount of time to do a petition drive (190 days?). I hope the democrats in Sacramento make life as tough for him as they can without appearing hostile. If they appear to be obstinate, he'll probably just go over their heads and appear on the Jay Leno show and whip up his supporters to cry foul. He's going to have a unique advantage over any other known pol because of his mega-celebrity status -- he'll probably always have a forum on TV that most politicians could only dream of. The cult of personality around him is mega- scary -- it's truly fascist. If democrats don't play their hand well now, we could be f**ked royally.

Personally, I'm exhausted -- how does one get through an electorate that can't think right; that responds emotionally to bigger than life action heroes and refuses to understand the boring, complicated details of government and public policy.

Looking at the number whose reaction-response was not to vote
is more promising. "The electorate" is 15million registered voters..another 5-6eligible expanding daily --age mostly, and moving to CA.

Analyzing the 3.8M..first, 18% Democrats decided to satisfy an emotional binge..another portion deluded by Shriver as a Dem.

That myth dispelled shouldn't take long. Once satiated, those Democrats would be the first to poll
negative to cartoon guy's approval. His support is not that great..easy to shave edges off and major soft pockets

Another strength cannot be minimized where Ahnee got least support is a concentrated heavily populated area. Monterey,Santa Cruz north to __Silicon Valley vote clear NO WAY Schwarze, Santa Clara, San Mateo__ San Fran, Marin, Sonoma &Mendocino good pluralities for Cruz. LA vote thin but NO on Recall won..yet Schwarze won (? how does that figure?). The best & brightest of the state want no part of hack movie slickster-schukster. The place to collect signatures is clear. The candidate to run next question. The Santa Monica activist Keuhl possibly.

6. Bush coming to California to be seen with Aunald
While some Democrats are wringing thier hands and whimpering, "maybe Arnold as Governor won't be so bad," Bush is fly to California next week to be seen with the new gropenator. The rethuglican domino take-over of America, i.e., Florida-Texas-California is in full swing.

According to the state Constitution, Arnold Schwarzenegger will be vulnerable to a new recall petition within 90 days -- which means, as Kos pointed out this morning, that the filing could take place just in time for the March 2004 presidential primary.
Is this a good idea? Perhaps not, but printing up and circulating Recall Arnold petitions is still worth considering.

9. Recall in time for Presidential Primary
Update: Politus has found and posted the California law pertaining to the question of when a Recall effort for Arnold would be able to begin:

11006. Proceedings may be commenced for the recall of any elective officer, including any officer appointed in lieu of election or to fill a vacancy, by the service, filing and publication or posting of a notice of intention to circulate a recall petition pursuant to this chapter.

11007. Except when a person has been appointed to office pursuant to Section 10229 because no person had been nominated to office, proceedings may not be commenced against an officer of a city, county, special district, school district, community college district, or county board of education in the event of one or more of any of the following:

(a) He or she has not held office during his current term for more than 90 days.
(b) A recall election has been determined in his or her favor within the last six months.
(c) His or her term of office ends within six months or less.

I would concur with Politus that this means:

... a new recall would have to wait six months if Davis wins this recall election. I don’t see any prohibition for immediately commencing a recall drive against a winning replacement candidate. In item (b) it is hard to make the case that Schwarzenegger could have the recall election determined in his favor because the only person involved in the recall election is Gray Davis. Schwarzenegger is on the replacement ballot.

Although, it seems that item (a) would apply, and that a recall petition must wait 90 days before submission. That's early January, which would make for the probable Recall of Arnold happening alongside the March 2nd Presidential primary.

Is this actually possible?

Yes! The same ancient California law that was used by Darrell Issa to evict Gray Davis from Sacramento on a whim can be applied to any elected officer of the state. This includes officers elected as part of a recall election, and while local officials are immune from recalls for 6 months after being elected in a recall election, this exemption does not apply to state officers. See California Elections Code, Division 11, "Recall Elections". And if a petition to recall Arnold passes? Anyone other than Arnold -- even Gray Davis -- can run! (CA Elections Code, 11381(c))
