7. That's the most likely explanation, IMHO.

The CDC has cameras all over the place, and Jenner had access to them. If he was paying attention, he likely saw the attempted rape go down.


Edited to add: Jenner was highly suspicious of everyone when they first arrived at the CDC and made them all undergo blood tests, although none of them were running a fever or otherwise showed symptoms of infection. Jenner was in the room when Shane stated that he must have scratched himself while sleeping. Even Rick was suspicious of this and found this excuse hard to buy, but considering how precautionary Jenner was about not exposing the CDC to the virus (or whatever caused the zombie apocalypse) and considering how even the slighest scratch from a zombie will cause infection, you would think that Jenner would have subjected Shane to another blood test.

But he didn't. Why?

Because he knew how Shane really got the scratches.

10. Comic Spoilers Abound, Be Warned

Considering what happens in the comic book, the fact that they were in the CDC, that they were taken in by a researcher, and everyone's blood was taken (Along with the "Nothing surprising" line when Rick asked about the blood.), I am almost 100% sure this is how Rick discovers that everyone living is already infected and will turn regardless of how they die.

That was an awesome sentence, by the way. Be sure to enjoy the number of soft stops along the way to the period at the end.
