I'm sure she wears shorts and a tank-top during the brutally hot summer months. She has just as many clothes on in this pic.

The makeup is a bit more troublesome to me than the outfit. I really dislike too much makeup on anyone, regardless of their age.

The outfit is not my taste, but don't think there's anything wrong with it.

on edit: IS it really a costume, or just a photo from a night out? If it's a costume, than my makeup arguement doesn't really fly. It's ok if there's too much makeup if it's a costume.

It's NOT appropriate for a 9 year old...considering how big sis was acting a couple years ago, taking pics on her phone of herself in her underwear, in the shower and other way-too-sexy-for-her-age poses not to mention that ultra creepy photoshoot with with her dad and the one holding up the towel ICKKK!!...this just an example of parents needing to teach their daughter they have value other than just being sex objects. NINE YEARS OLD for FUCK'S SAKE.
