In fact they are allowed in Zoos, schools, and for research. And despite any legality issues, i garentee there are private owners just like there are ferrets in California. And just because you aren't catching any, don't mean they aren't there somewhere. I once couldn't find a date for 24 years straight. Just cause they were smart enough to stay away didn't mean they didnt exist. It migt be more accurate to say "no wild rats have been seen in Alberta for a long time.
