What does "snap" mean when
used on the Internet? I've seen it at DU and at least one other forum.

7. Sorry, I didn't know that.
I would not have posted it. I only posted it because it said "snap." No hard feelings, okay? Please?

9. I'm glad. However, I don't think it originated on "House."
That was a graphic that another DUer made. I like because of the facial expressions even though I'm not a fan of "House." (I love Hugh Laurie, but "House" is not his best work.)
Anyway, I think it's an African-American slang term. I remember first hearing it from some African-American children when I was in summer camp in the nineties. Usually, it meant "Oh, damn it!" or "gotcha" depending on the context.

16. It's like blowing a raspberry in a way.
It just means you are dismissing an idea or expressing disgust, disdain or disapproval to something. Sometimes, it can mean no big deal.

17. I think there's a bit of onomatopoeia to it
'pfft' is surely dismissal, but I think it's in the sense of opening your fingers and letting the air out of that particular balloon. :D
