If I remember my totalitarian vs. democratic government hierarchies correctly, I think an emperor can just shut down any and all elections on the basis that he doesn't agree with the candidates, or that the House of Venus says it's a bad time to elect a puppet ruler, or because he doesn't like the font on the ballot.
