19. Open it in Gimp

Scale the width to 48 pixels and then copy/paste it into a new blank 48x48 image with a white background. :)

21. Isn't Gimp for Linux tho?

Someone suggested that, but seemed like a lot of trouble .. needed a "windows downloader".. ack

It's a stand-alone for Windows and you don't need to install any extra stuff.

In fact, the full Portable Apps suite is pretty nifty. You can put all the programs on a USB stick and run them from the stick, plugged into whatever machine you're using.
