I don't know anything about the subject, but I know that I had to rewrite my proposal several times when applying for a Phd program, and having input from various people was very helpful.

I'm sure you understand this already, but here's my experience: My GRE's were only 1260, and I earned admission to a Tier 1 research university. I'm sure I didn't have the highest GRE scores, but the overall strength of my application got me in as their "first pick." You really shouldn't doubt yourself because of your scores. If you have a true passion for your area of study, that counts for a lot. Recommendations are also very important, as are grades (of course). It also sounds like you did your Master's at a very good school, as well, which counts for a lot.
