Plausible deniability. Plus, they wouldn't want to confuse him with the facts. Spot was probably issued talking points every morning and given a few hours to wrap his mind around them. Then Spot would have some exercise time and a snack, make one public appearance, and call it a day. Hit the pilly. Spot is a Bush after all.

4. Rumor has it Spot was about to go public

with a lot of things including what really happened when that idiot "choked on a pretzel". Apparently no such thing happened and Spot was going to tell all about this and a lot of other things. Supposedly according to Spot, Bush and Rumsfeld laughed out loud when discussing how people were really buying the WMD's in Iraq line. Bush supposedly said, "what a bunch of fools, they really believe it (the WMD's). That's hilarious!"

Reportedly Spot already had an agent and working on a book deal with (ironicly) the same publisher that JH Hatfield used.
