A mix of a fractal creator with custom palette, imported into Photoshop with - amongst other effects - Plastic Wrap applied...

9. Get HypnoToad to send you the file...
then take it and the chair to a vehicle wrap place and have his chair wrapped.

If you're close to North Carolina, send me p-mail and I'll ask my boss what he'd charge to wrap a power chair.
