In Mexico, people don't put toilet paper in the toilet but in a trashcan
next to the toilet. This is because it might cause the toilet or pipes to stop up.

Is it that their pipes are much smaller than those in the US?

1. Hmm, I don't know. Because we're on water restriction here
in North Carolina, I've been putting the tissue in the trashcan after I pee, so I can practice, "If it's yellow let it mellow, if it's brown flush it down."

2. What part of NC? If the drought continues we in SC will be on water restriction too.

I think some places already are.

3. Could be smaller pipes, less pressure, or lower-level treatment plants.
Being a poor country (except for the insanely rich pieces of shit who control everything and force the rest of the population to live in squalor), they likely can't keep city's infrastructures up enough to handle the expanded sewage volume and treatment that a growing population requires.

4. septic tanks, not sewers . Grew up with septic tanks and
a furiously overcautious dad regarding plumbing issues.

We were out in the country

Didn't flush unless it smelled
no paper in the toilet

ever

5. My brother and SIL managed a university guest residence..they sometimes
discovered 'wipings' that were discarded in the trash can.. often when people from certain parts of the world were staying there. Personally, I have seen the 'shit-paper buckets' in rural Spain.

6. Not the pipes but the septic system
They don't have the infrastructure to handle the sewage

7. My niece experienced the same thing
in Iraq. Her NatGuard unit was deployed there and she said you couldn't put the used tissue into the toilet, you had to put it in a trash can. The weird part was that her unit was housed in one of Saddam's palaces. So the question is, how much of a palace was it really?

8. The same is true in many places in China
Not the modern hotels, but the older places.
