...what's the difference between General Discussion and General Discussion: Politics?

It looks to me like there are political discussions going on in both?

GD: Politics exists to keep political threads away from all the pitbull/smoking/lawsuit/general topics.
You may find political threads in GD, but you wont find general threads in GD: P.
