Can you get torn-up money replaced?

Last night, this dude got really emotional and tore several bills into pieces, a twenty, a ten, and a one.

Is there somewhere one could present the pieces of the bills and get them replaced?

1. tape them up as best you can and take them to the bank
they are supposed to change them.
Either that or tape them with scotch tape and spend them at a gas station or fast food joint.

5. as long as you have both serial numbers, take them to the bank
and they'll replace them
