They should plan things better or does inability to have enough open spots for enrolled students have to do with lack of funding. Do you need your core class this semester? Look into taking an intermediate class in less popular departments. I really enjoyed my Russian literature classes, for example.
If there is not enough they close the class, when all sets are filled they close the class and then there is very few classes left to help when something like this happens!
At my college it was five, but sometimes they held the class even if there were less than that. I suppose that they hire part time instructors though and need enough students to pay for the prof.
