My dog has a hacking cough and eye discharge, any ideas?

My dog has a hacking cough and eye discharge, any ideas?
I took him to the Vet, she suspects allergies but I want a second opinion. He is on heartworm meds and is otherwise his normal self. His eyes started getting a greenish discharge three days ago. Today a neighbors cow wandered up the driveway and all the dogs went nuts. I noticed that Buddy wasn't barking but had a hacking cough/bark going on. Just a few minutes ago he had another attack and coughed up some white flem looking stuff.
Any ideas?

Here is the required photo of Buddy. BTW he's about 8 years old.

up some serious looking stuff. It sounds like allergies. I assume the vet checked for kennel cough?

3. Just had him boarded- they require a kennel cough treatment.
I don't recall what the medication was but it did cost 19 bucks and it was for kennel cough prevention. (or so I was told). I have five other dogs and none have any sign of problems. They do all hover around Buddy with looks of concern when he has an attack though.

She prescribed Delta Albaplex (antibiotics).

i would get a second opinion -- we're not doctors -- and i've seen your pics of buddy before and he's a love.
