Linux and *BSD are designed to be as custom as you like them, which IMHO is the best part about them both. That and the no licensing fees thing is also really cool!
MacOS and WinXP are so monolithic that it's impossible to really get EXACTLY what you want on your machine. They both shoot for wide acceptance, so they're forced to aim for the lowest common denominator by default.
Although I do have to give Apple credit for using FreeBSD for OS X though...
