DUer's I need help getting a resume together for a P-R job.

As I wrote last night, I am quitting my job, possibly to work on a sailboat. But I also figured I should look for a job in my area of education, which is journalism. I want to work at a public relations firm for the moment, for reasons I won't go into here. But I am not sure how to apply. Should I send a resume with a portfolio? Or just a resume? What else could help me out. I have never applied for a position like this before as I just recently finished my program and have been working for the city's gardening crew for the last few summers. Any tips from anyone would be appreciated.
On edit: Not just resume tips, but any tips!

1. What would such a portfolio look like?
If you don't have anything to show them, it's a bad idea to try to fake it. In this case relying on your resume (playing up your education as much as possible) would be the way to go. Enthusiastic recommendations from professors would go a long way, too. If one would help you find a job this would be even better. It's still not what you know, it's who you know.

Well, it wouldn't be any P-R work, I have tonnes of newspaper clippings. And I was thinking of putting together something fake (but telling them it is fake) just to show that I could do P-R. But that may be considered cheesy.

2. Tell them that you have a portfolio, but
send the resume as the opener, and promise the portfolio at an interview. You may be asked to send samples, and be prepared for that. Don't send the portfolio itself, you may never get it back and many employers only want to see limited stuff. Good luck.
