How do people exit the highway during contraflow?

I'm guessing someone would have to be directing traffic.

4. yes there are lots of cops etc. directing traffic

it's a little unreal but not really a problem, you'd be surprised

5. after 9/11 in NYC we had anarchy flow and people found

ways to do it... I do not know how more people were not killed that afternoon, but it was amazing watching traffic just go everywhere.
