pretending he is the boss. Bush thinks he is replaying Churchill or FDR confronting Stalin. It is obvious he doesn't know what to do but pretend he is saying something profound. He is probably discussing the dinner he and the frump will have with Putin and his wife. Good heavens, what a jerk he looks like.
