I would presume that they are her guardians. I may think she should get the transfusion, but if she doesn't want it, and her parents don't want it who is the province to interfere.

If she was younger and unable to understand the ramifications of her decision, I might be a bit more torn...

She's nearly 15, her parents want her to, let her go try.

The question of self responsibility and personal health care rights is going to come up more and more.

On the 1 hand, you should have the right to seek the treatment you want. On the other hand, if said treatment doesn't work and your future health/economic care becomes a burden on your country, should they have a say in it. On the third hand, who is to say the care the gvt wants you to get will work and not leave you you a burden as above scenario.

On a side note, it's interesting that this is about Cananda and she want to go south to the USA for alternative treatment as I'm used to people in the USA going south to Mexico for alternative treatments.
