Internet connection inexplicably slowed down

Long story. My computer died after installing XP SP2 updatess. Got my computer tech guy to fix it. Took almost a week, but it's back. ONly now I can't open Outlook (or uninstall it or reinstall it), and my internet connection (satellite, earthlink/direcpc) has been slowed to close to dial-up speed.

It's not the connection. My other computer is up at around 568K down/128K up. No problem there.

I have deactivated my firewall (still have the router's firewall, I guess) and my virus and e-mail protection programs. I have uninstalled anything I think could be slowing things down. No luck.

Anybody have any ideas on what settings might have been affected by the XP SP2 updates and where I might try making corrections to speed things up?

because everything was working fine before I installed Secretmaker, then it bogged down.

Uninstalled it, and it ran fine until the next reboot. Download tests show me at 45-75 Kb on my DSL line. Great for dialup, but not what I'm paying for.

Looked at all the processes running and ran the tests at PC Pitstop and nothing, except they suggest I increase the receive buffer, which means messing with the registry.

Methinks something else happened in the registry.
