Who are the dudes in the black fitted uniforms I keep seeing?

I saw them at the anti-war demonstration on the 19th in downtown Chicago. They were perched on various corners in seemingly informal groupings. Tonight we saw a bunch of them in a local north side restaurant.
I've seen many a law enforcement officer in my day but I've never seen one of these. They don't look like Chicago's "finest" as I know them in their various manifestations of uniforms, casual garb but this crowd is something totally different. Black shirts, vests, pants and, I think a black visored cap. Strange. Mainly men, but I have seen a few women in their ranks.

I can't imagine what brought them out tonight unless the "authorities" were afraid there might be trouble after the Illinois game.

Where do they come from? Where do they go? Who hires them? Who pays them? Why don't they have any visible forms if ID? What happens if you approach them, or god forbid, they approach you?

Whether they're the new domestic-only arm of Blackwater or DynCorp, or if they're private security, or mayebe even black-budget whatever, I find this new development to be quite startling. :scared:
