There's this fluorescent Emergency light not working here....Help?

I've got a fluorescent emergency light that I use with my seedings. It's a 24 in bulb, with a battery pack, but it runs on AC most of the time. (The fact that it has the battery was just a welcome little add-on; when I bought it, I just wanted the plant light! However, the battery has come in handy on a couple of occasions.)

I just got a new bulb for it because the old one finally gave up the ghost. I've got it installed properly, it's charged (so say the LED indicators), but it's not lighting up.

What gives? What should I be looking for to fix it? I'm pretty handy in general, but I've never messed with fluorescent lamps.

Any ideas?
