the Admin has to wait until the last possible moment to go Orange when they are without a definitive threat.

Why, you ask?

The way the law creating DHS is written, they are given emergency funding and can keep personnel (cancel vacations) on Orange or higher. They need the people (analysts, etc.) on hand for the Memorial Day Weekend, 4th of July, RNC and DNC.

I know this because a friend of mine does a lot of work with DHS and is working a security detail at both DNC and RNC. According to him, the big concern is RNC. He hasn't told me specifics (he can't) but he has said all the indicators are showing that as a prime target.
