I think the Dean campaign is attempting to establish a media campaign based on deterrence and credibility. i.e. If you attack us, we'll respond, every time.

Pretty much the same system the US adopts on foreign policy (pre-Bush). Works reasonably well - the US can't attack every nation, but if those nations think the threat is credible, it won't have to. :)
