1. It was done by voice vote
per Republican leadership fiat, thus individual votes were not recorded.

5. any one of the 6 present
for the actual vote could have pointed out there was not a quorum present and insisted the missing Senators come to the chamber for the vote.

I am surprised Byrd didn't do this. He put in an otherwise valiant showing (again). Unlike any other Senate Democrats....like those who would like to be our president.

6. I thought it was by voice vote.
And the only "Nay" was by TRUE PATRIOTIC Senator Byrd.

Which means every single one of the faithless coward Dems voted in favor of the measure.

A sad, sad, shameful day.

8. Conference was voice vote
But prior to that the senate took a roll call vote. If that's what you're interested in it is here:

for the House it is here:

http://clerk.house.gov/cgi-bin/vote.exe?year=2003&rollnumber=601 for the conference bill
and
http://clerk.house.gov/cgi-bin/vote.exe?year=2003&rollnumber=544 for the appropriations bill.
